The Higher Education Emergency Relief Fund (HEERF) grant program provides budgetary relief to higher education institutions for new expenses and revenue losses associated with the COVID-19 pandemic. The program was created by Congress as part of the Coronavirus Aid, Relief, and Economic Security Act (CARES Act or HEERF I), in March 2020. The program received additional funding from the Coronavirus Response and Relief Supplemental Appropriations Act (CRRSAA or HEERF II), in December 2020 and the American Rescue Plan Act (ARPA or HEERF III) in March 2021.
The Department of Education (ED) is administering all HEERF allocations passed by Congress. The HEERF grants are divided into two portions, a Student portion and an Institutional portion. The student portion may be used for any component of the student’s cost of attendance or for emergency costs that arise due to coronavirus, such as tuition, food, housing, health care (including mental health care) or childcare. The Institutional portion can be used by institutions to defray expenses associated with coronavirus.

Final Report: Florida Gulf Coast University Board of Trustees (FGCU) acknowledges that it has signed and returned to the U.S. Department of Education the Certification and Agreement with the assurance that FGCU intends to use no less than 50% of the funds received under Section 18004(a)(1) of the CARES Act to provide Emergency Financial Aid Grants to students. The total amount of funds that the institution will receive from the U.S. Department of Education for distribution to students is $5,571,810. The total amount that has been distributed to students under Section 18004(a)(1) of the CARES Act as of September 30, 2020 is $5,571,810 to 4,823 students. The amount of funding received by each student can be found in this CARES document.
The estimated total number of students at the institution eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965 and thus eligible to receive Emergency Financial Aid Grants under Section 18004(a)(1) of the Cares Act is 12,000. Those students who met the eligibility requirements to receive FGCU (CARES Act) Emergency Financial Aid Grants under Section 484 of Title IV of the Higher Education Act of 1965 have been given an application to apply for this funding.
